Bill Carter – Chairman
Bill Carter is a retired minister with a passion for justice, peace and social equality. He was among the first Peace Corps members to work in Nepal, serving there after graduating from agriculture school. Upon returning from Nepal he earned a degree in theology and professional ministry then served in various ministerial capacities for 43 years. He has been happily married to his wife and partner for 50 years. In retirement he is volunteering, spending time with family and continuing to put his energy, passion and talents to work for worthwhile causes and organizations. Board member since 2013
Robert Snow – Treasurer
Grandview Heights, OH
Bob Snow is an independent policy & development consultant working nationally with a number of housing developers and tax credit syndicators. He has more than 30 years of housing experience. For 20 years, Bob was with National Affordable Housing Trust, initially to establish its asset management department and for the last decade as Senior Vice President of its development consulting group. Bob has a B.A. in Government & Law from Lafayette College.

Sharon Thomas – Clerk
Sharon Thomas has dedicated her professional life to working with children and families affected by abuse and neglect. She received her B.S.W. from Salem State College in 1988 and began working for the Massachusetts Department of Children and Families (DCF). She received her M.S.W. from Salem State in 2010 and works in a supervisory capacity at DCF. Sharon is deeply involved in mission work with her church, The First Church, Congregational Swampscott. She has participated in post Hurricane Katrina rebuilding efforts and local building and fundraising efforts with Habitat for Humanity. She has been a coach and Board member in the East Lynn Little League.

Kathryn C. Burns
Kathryn C. Burns is the Senior Vice President of the Elder Service Plan (PACE Program of All -inclusive Care for Elders) at Harbor Health in Brockton and Mattapan, MA. She has over 20 years of experience in serving the needs of frail and low-income elders. She has been the Chief Operating Officer of the Elder Service Plan of the North Shore and the Administrator of the Geriatric Care Center and Director of Geriatric Services at Northeast Health Systems Beverly Hospital. Kathy received a Masters of Health Care Administration from Simmons College and a Bachelor of Business Administration in Finance and Management from Saint Mary’s College, Notre Dame IN. In addition, she completed the “Leadership Strategies for Evolving Healthcare Executives” program at the Harvard School of Public Health.

Bessy Kong was a senior housing official in the Department of Housing and Urban Development for over 18 years. Among other positions she served as the Deputy Assistant Secretary for Policy in the Office of Public and Indian Housing. From 2010 to 2012 she was the senior housing advisor to the White House Office of Domestic Policy. Ms. Kong graduated from Smith College with a BA and from Columbia University, School of Architecture and Planning with an MS in Urban Planning. Ms. Kong is currently a Global Fellow with the Woodrow Wilson Center in Washington, DC.

Peter Lovett has been a pastor at Christ Church United, UCC in Lowell for ten years. He’s a graduate of University of NH, Yale Divinity School. Between college and grad school, he served in Togo, West Africa as a Peace Corps Volunteer. Peter’s interest in affordable housing began the year he lived with homeless men at Church of the Savior, Washington, DC, and continues to this day at Christ Church United where Lovett deepens his roots among the marginalized in Lowell.

President and CEO, The Caleb Group
Debra Nutter is one of the three co-founders of The Caleb Group. She has over 34 years of experience in the acquisition, development, financing and management of multifamily housing. For the past 24 years she has been directly responsible for the management of multifamily complexes that require a working knowledge of federal and state rental subsidy programs as well as resident support services. Debra attended the University of Maine and currently serves on the boards of several local civic organizations.

Vincent F. O’Donnell
Vincent O’Donnell has worked in the nonprofit and government sectors for over 45 years to create and preserve affordable housing. Initially consisting of grassroots civil rights and housing code enforcement work, his career evolved to focus on a combination of advocacy, policy development and implementation. He has held senior positions with a variety of nonprofit housing owners and developers, community development financial institutions, governmental entities and others, to promote the preservation and development of affordable multifamily housing, focusing on HUD-assisted multifamily housing. When not working at his day job, Vince is an active country dance fiddler.

John Clarke Orzalli
Clarke Orzalli retired from the US Navy as a Rear Admiral after completing 34 years of commissioned service in 2012. He served at sea and ashore. As a civilian he works for Dassault Systems Government Solutions as a Strategic Business Development executive. He serves on many boards including ; the Board of Directors for the National Center for Manufacturing Sciences, as president of the New England Chapter of the National Defense Industrial Association, as the Commonwealth’s representative to the Military Interstate Children’s Compact Commission as appointed by Governor Baker, on the Veterans Advisory Board for Congressman Seth Moulton, on a panel for Senator Warren advising her in making US Naval Academy nominations, on the Memorial Day Committee and as Chairman of the Personnel Advisory Committee for the Town of Nahant. Orzalli holds a B.S. in Marine Engineering from the U.S. Naval Academy, Navel Engineer and Masters of Material Science and Engineering degrees from Massachusetts Institute of Technology, and an M.S. in Systems Management from Golden Gate University.

Joan B. Sawyer
One of the three co-founders of The Caleb Group, Joan Sawyer has been involved in a real estate development and management for 25 years. She sits on the Board of Directors for the Lynn Home for Young Women and Abbot House, which offer supportive housing for women. Joan is an active member of her church. She has served on the Board of Directors for Girls, Inc Lynn for nine years, three of those as President. In 2008, Joan was recognized as an “Unsung Heroine” for her extensive involvement in the North Shore community.

He has a B.S. from Gordon College and an M.P.A. from the Kennedy School of Government at Harvard University. He is an active member of his church.

Shawn Yardley is the CEO of Community Concepts and President of Community Concepts Finance Corp in Lewiston, Maine where he oversees a wide range of programming at Community Concepts: from early childhood education, child abuse prevention and lead testing to affordable housing, transportation, small business development and more. He was the Director of Health and Community Services for the City of Bangor. He has spent much of his long career involved with child welfare as a caseworker, an educator and an administrator. Shawn has a BA from the University of Maine at Orono and an MBA from Husson University. He serves on the University of Maine Augusta Board of Visitors, the boards of Educate Maine, and Maine Community Foundation’s Androscoggin County Fund Advisors. Shawn lives in Bangor with his wife Rita. They are the proud parents of seven children, ages 18-35, and equally proud grandparents of their growing family of grandchildren currently numbering three children. Board member since 2018
